Uganda Energy Policy and Regulatory Gap Analysis Report

This Report sets out a comprehensive approach to analysing Uganda’s energy law, policy, regulatory, and institutional frameworks to identify gaps that hinder renewable energy deployment. It includes an assessment of the current energy mix and fossil fuel expansion plans particularly major oil and gas projects (Tilenga, Kingfisher, EACOP) and hydropower developments (Karuma, Isimba) — alongside a review of recent regulatory developments. The study will identify legal, policy, and institutional barriers, assess their impacts, and propose targeted reforms and practical advocacy strategies to accelerate renewable energy while addressing environmental, social, and health concerns. It will also highlight opportunities for civil society engagement, including public participation processes, key decision-making entry points, and strategies for effective advocacy and coalition-building in Uganda.
