Opportunities and modalities for civil society organisations to participate in Power Pool decision-making

The study aims to assess the governance structures of African power pools and how they operate in practice, with a focus on identifying opportunities for civil society organisations (CSOs) to engage more effectively in decision-making processes and advocate for policies that support increased integration of responsible renewable energy. It will draw lessons from 2–4 international examples of regional transmission organisations to highlight good practices in transparency and public participation, map formal and informal governance and decision-making processes within target power pools (including political dynamics of influence), evaluate current governance characteristics such as inclusivity and stakeholder balance, and provide practical recommendations on how CSOs can engage, influence market rules and policy, and advocate for reforms that enhance transparency, accountability, and participation in power pool governance.
