LETA and Natural Justice have published a model regulatory framework to help Nigerian states design their own electricity markets, following the 2023 constitutional amendment that ended the federal monopoly on electricity. The framework focuses on Rivers, Cross River and Akwa Ibom, setting out how states can establish independent regulators, clear market rules and coordinated arrangements with national institutions.
The report argues that well-designed state markets can attract investment, expand access and accelerate the shift to renewable energy through decentralised solutions such as mini-grids and solar, supported by transparent, cost-reflective tariffs and appropriate procurement models.
